Good afternoon. SMD capacitors? They're typically used as filters. You can remove half of them from the board and everything should work. They shouldn't short out. If there's a short on the board, I recommend applying voltage through a lab power supply and seeing if anything gets hot; that's the faulty part. Good luck!
